Leaky homes in NZ, explained.

The era and the materials most at risk, the signs a buyer can actually see, and what to do about it before you go unconditional.

There is a moment at an open home that a lot of New Zealand buyers will recognise. The house is plaster, it looks smart, the price is right, and somewhere at the back of your mind is a word you have heard for twenty years without ever being told exactly what it means. Leaky homes in NZ are one of the few property problems where the fear is roughly proportionate to the cost, and where the thing people get wrong is not being too worried. It is worrying about the wrong signal.

Here is the short version, then the detail.

Quick answer

A leaky home is one where water gets past the cladding into the timber framing and then cannot drain away or dry out, so the structure rots quietly behind an intact-looking wall. It is a construction and detailing problem, not a cladding style. The highest-risk window runs from the mid-1990s to about 2005, when direct-fixed monolithic cladding, minimal eaves, complex junctions and, for much of that period, untreated timber framing all overlapped. None of that condemns a particular house. Many homes from the era are dry, and some have already been reclad. What the era does is tell you which questions to ask, and the most useful one is whether there is a drained cavity behind the cladding. A visual inspection with moisture readings will tell you the risk profile and whether anything is showing. It cannot certify a high-risk house as dry, because the damage usually happens where nobody can see it.

What a leaky home actually is

Every house lets a bit of water in somewhere. Wind-driven rain finds its way past cladding, around a window flange, behind a poorly sealed joint. That has always been true, and a well-built house handles it, because water that gets in has somewhere to go and enough airflow to dry out before it does harm.

A leaky home is what happens when both of those things are missing. Water gets in, sits against the timber framing, and stays there. The result is not the sort of leak you notice, with a stain on the ceiling and a bucket underneath. It is slow decay in the structure of the house, happening behind a wall that looks perfectly fine from the room side and from the street.

That is what makes it different from an ordinary leak, and it is why the language matters. A dripping shower waste is a repair. Weathertightness failure in the framing is a reclad, and the difference between those two numbers is life-changing for most buyers.

It also explains why so many of these houses were bought and sold for years with nobody knowing. There is often nothing to see. By the time it shows up on the inside, the damage behind the lining has usually been developing for a long time.

The era, and why it is not a rule

Ask most people about leaky homes in NZ and you will get a date range. The usual one is somewhere between 1994 and 2004, and it is roughly right, but treating it as a rule is where buyers go wrong in both directions.

Two dates are worth knowing precisely, because they are the ones that actually changed what houses were built from. Standards New Zealand's record of the timber treatment regimes sets them out. From 11 September 1995, the framing standard allowed untreated kiln-dried radiata pine for house framing, provided its in-service moisture content stayed low, and that permission was picked up into the Building Code in February 1998. It was then reversed: treated timber was required again for building consents issued from 1 April 2004, with buildings already consented able to be completed through to 1 April 2005.

That is the compounding factor. Untreated radiata has very little natural resistance to decay, so framing that would once have shrugged off an occasional wetting started rotting as soon as water found a way in and stayed. Put that together with the cladding fashion of the same period and you have the problem.

But here is the part that gets lost. The era is a prompt, not a verdict.

What the era actually tells you

A build date inside the window does not mean a house is leaky, and a date outside it does not mean it is safe. Weathertightness failures exist in houses built well before and after. Plenty of homes from the high-risk years were carefully detailed, sensibly designed and are perfectly dry today, and some have already been reclad to a modern standard, which can leave them in better shape than an untouched neighbour. Use the date to decide how hard to look, not what to conclude.

The other thing worth saying plainly: this was a national problem, not an Auckland one. It came out of building practice, materials and design fashion that applied across the country. Auckland carries more of the affected stock and a warm, wet, humid climate that punishes a bad detail harder, so it shows up more there. But a monolithic-clad house with no eaves in Tauranga or Wellington sits in the same risk profile, and the government's own buyer guidance on leaky buildings is written for the whole country.

Monolithic cladding, and the thing that actually matters

Monolithic cladding is the seamless, plaster-look finish that defines the era: texture-coated fibre-cement sheet, EIFS or polystyrene systems, and traditional stucco. It became shorthand for "leaky home", and that shorthand does a lot of damage to houses that do not deserve it.

Monolithic cladding is not a defect. It is a cladding type, it is still installed today, and installed properly it performs. What changed is what sits behind it.

For much of the high-risk period, monolithic cladding was fixed directly to the framing. There was no gap, so water that got past the surface had no drainage path and no airflow. It had nowhere to go except into the timber. A drained cavity, which is a deliberate gap behind the cladding, gives that water somewhere to run out and lets the wall dry. That single difference is the heart of the whole problem.

The Building Code caught up. The acceptable solution for external moisture, E2/AS1, now requires a drained cavity on all monolithic claddings regardless of how the rest of the building scores for risk. It also uses a risk matrix that scores each elevation of a house on things a buyer can actually look at:

  • Eaves. Wide eaves shelter the wall below them. Minimal or no eaves leave the cladding, and every junction in it, fully exposed to driving rain.
  • Complexity. Every change of direction, every junction between roof and wall, every penetration is somewhere water can be directed into the building rather than off it. Simple shapes are more forgiving.
  • Decks and balustrades. Enclosed balustrades and decks that run into the wall are among the most common failure points, because they collect water and hold it against the structure.
  • Parapets. A wall that continues past the roofline has to be flashed and capped properly, and when it is not, water runs straight down inside it.
  • Height and exposure. More storeys and a more exposed site mean more wind-driven rain hitting the wall harder.

None of these are exotic. You can stand across the road from a house and form a reasonable view on most of them, which is exactly what an inspector is doing in the first minute on site.

The signs a buyer can see

You will not diagnose a leaky home from the footpath, but you can learn a great deal about how hard to look. These are the things worth your attention at an open home.

  • The junctions, not the walls. Water rarely comes through the middle of a sheet of cladding. It gets in where two things meet: around windows and doors, where a deck or balustrade meets the wall, at the base of the cladding, and at anything that penetrates it.
  • Cracking at the corners of windows. Fine diagonal cracks running away from window corners are worth noting. They are a sign of movement, and they open a path for water in exactly the place a wall can least afford one.
  • Staining and rust marks. Dark streaking below a joint, a window or a fixing, or rust bleeding through the plaster, means water has been running somewhere it should not.
  • Cladding that runs into the ground. The bottom edge of the cladding should have a visible clearance above the ground or the paving. Where it disappears into a garden bed or a concrete path, it can wick moisture upward.
  • Swollen skirtings or soft linings. Inside, look at the bottom of walls below windows and near external doors. Skirtings that have swollen, paint that has bubbled, or a lining that feels soft when pressed are all worth flagging.
  • The smell. A musty note in a closed-up room is a signal, and it is one that agents air the house out to remove before an open home. If you can get back for a second look early in the day before the windows have been open, take it.
  • Fresh paint in one spot. A newly painted patch on an otherwise tired wall is not proof of anything. It is a reason to ask what was there before.

The most common mistake we see is a buyer treating a tidy, dry-looking interior as an all-clear. On this type of house it is close to meaningless. The whole character of weathertightness failure is that the inside looks fine while the framing behind it does not, and a freshly presented house can hide a lot of history. A clean interior tells you the house has been looked after. It does not tell you the walls are dry.

This is the part buyers are most often surprised by, and it has changed a lot with time.

When the problem first surfaced there was a resolution process for affected owners, and a great many claims went through it. That era has largely passed, for a straightforward reason. Section 393 of the Building Act 2004 puts a ten-year longstop on civil proceedings relating to building work, running from the date of the act or omission the claim is based on. For a house built in the high-risk window, that clock ran out years ago.

The practical consequence for a buyer in 2026 is blunt, and it is better to hear it now than later. If you buy a house from that era and it turns out to have a weathertightness problem, there is generally no one left to pursue for the original building work. You are not buying a problem that somebody else can be made to pay for. You are buying it outright, along with the cost of putting it right.

That is not a reason to avoid the era. It is a reason to do the investigation before you go unconditional rather than after, because the point at which you have any leverage at all is while you still have a condition in the agreement. Once you own it, the options narrow to your own chequebook.

Your solicitor is the right person to advise on a specific agreement, a specific property and any disclosure that has been made. The point here is only that the buyer-protection landscape is not what it was fifteen years ago, and it is worth understanding that before you fall in love with a house.

What to do about it, in order

The sensible sequence is cheapest and least invasive first, escalating only if what you find justifies it. MBIE's guide to diagnosing leaky buildings sets out the same order.

  • Get the property file. The council holds the consent history, the plans and any Code Compliance Certificate. It will often tell you the cladding system, whether a cavity was specified, and whether there has been remedial work or a reclad. This is the single most useful document on a house of this age, and buyers routinely skip it.
  • Get a proper inspection. A pre-purchase house inspection gives you the risk profile, the visible condition, and non-invasive moisture readings at the high-risk spots. Our guide on what a pre-purchase inspection covers sets out the scope and, just as importantly, its limits.
  • Escalate to targeted moisture work if the signs warrant it. Moisture testing goes beyond the standard visual scope and concentrates on the junctions and details where these houses fail. Thermal imaging can show temperature differences that suggest moisture behind a surface without opening anything up.
  • Invasive testing, where it is allowed. Drilling into the framing to take readings inside the wall is the only way to be certain, and it needs the owner's written permission because it means making holes in their house. On a high-risk property it is often the difference between a decision and a guess.
  • Talk to your insurer and lender early. Not at the last minute. Their position on a specific property is worth knowing while you can still act on it.

Here is our honest limit on all of this, and it is the same limit any inspector has. A visual inspection cannot certify a high-risk house as weathertight. We can tell you where it sits on the risk profile, exactly what we could see and could not see, what the readings showed on the day, and what we would want investigated next. Anyone who tells you a walk-through has ruled out weathertightness problems on a direct-fixed monolithic house is telling you something the method cannot support.

The good news is that this is a knowable problem. Between the property file, an honest inspection and targeted moisture work, most buyers can get to a decision they are comfortable with. What you are trying to avoid is not the era. It is going unconditional on a question nobody answered.
